Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the presentation of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been stabilised. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: optimistic declarations are released from different nations. Considerable effort is allocated on restraining certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the primary tool for achieving "peace".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting rocket firings from Russian territory, a ability afforded by up-to-date information. From vantage locations, military aircraft that had been scrambled to counter approaching cruise missiles flew past – sophisticated military planes supplied to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons engaged: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, probably provided by allied countries. Every launch creates sudden vibrations, rattling buildings. The brief panic quickly transforms into resigned acknowledgment: perhaps the incoming missile won't strike its target this time, protecting urban areas from ruin and another blackout.
Continuous Dangers
Not long after, a automatic firearm opened up on a aerial vehicle in the vicinity, part of a mobile-fire group – probably Western-made equipment. Unfortunately, the bullets missed the enemy aircraft – it maintained course toward its target.
Intermittently, this continued until dawn. Kyiv greeted the early updates: seven people killed, destruction and utility failures in multiple buildings as a result of the night's assault. As typically, everyone still continued their routines – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on Western support – a need that European nations are clearly incapable to replace in the short term.
Failed Diplomacy
The comprehensive proposal from Washington sparked intense emotion, discussion and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new initiative from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This cycle will, no doubt, continue.
Strategic Calculations
It is easy to blame specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. US administration operates on a premise familiar among seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is impossible to compel Moscow to relinquish the land that it currently occupies in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, Washington does minimal to discourage Russia, through diplomacy or military means, from thinking that the situation will not evolve additionally in its benefit in the months ahead.
Opposing Positions
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing lives and land but preventing a complete military breakdown until circumstances change in its advantage.
Existing Situation
Factually, there are no real preconditions for a ceasefire. Now, personal considerations are becoming relevant: personal goals to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their task will now be much harder after recent developments, it remains quite doubtful that this will change their overall approach.
These two forces are influencing discussions.
Summary and Prospects
It took a mere seven days to terminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all achieved their purpose.
While new proposals based on old ideas are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, largely rely on continued Western support.
